Hello,

could you please tell me whether the expression "meet" could also mean "encounter something"?

E.g.:
I meet such values at every factory without exception.

Does "meet" mean "encounter" or "fulfil, follow, adhere to" here?

I think you've already correctly identified the problem that arises if you use meet instead of encounter in that sentence.

But I'd say if you used meet in the passive form, there would be no question that the intended meaning is encounter:
.
I am met by such values at every factory without exception.
.
