can someone please explain me the whole paragraph and especially the verb "to stuff around"?

It sounds like 'pose/be pretentious' to me. (not a surfer)

so is she saying that surfers don't usually dress up and show off in high heels with lipstick on? but that they can sometimes do it and pose like business people for instance?

i have a real problem with this "but it can be". what can be, really?

It's not about = it's not important, but on occasions, it can be like that- suggesting it's a choice not an obligation to worry about appearance and formality
