Default To teachers who would have a look

To teachers who would have a look:

there's a saying: someone in his/her speech just "uses paraphrase effectively as required"

my question are:
1. what is the exact meaning or standard of 'paraphrase' in speaking or writing, do we always need to use it when speaking?

2. what is the exact meaning of 'as', here is it "when required" or "where required"? the expression of "as required" seems to be used often.

paraphrase = reformulation, so I assume it means they repeat things using other words to help their audience understand when necessary.

and what about the "as required", is this 'as' a adv.? or conj.?
