You should think of it this way:
An hour and a half = 1 hour + 1 half (of an hour) = 90 minutes
.
The meaning of "an hour and a half" is exactly the same as "one and a half hours". The amount of time is identical, but the two structures are different. The former has two singular nouns (1 and 1), and the latter gives a number that is more than 1 (1.5) and therefore requires a plural noun (hours).
