Default Tenses

Dear madam/Sir,

I would like to know if :

to be + future tense (ed)
example: to be submitted

to + present tense
example: to see, to touch

Is this the agreement always or there's an exemptions?

and kindly informed me if my english is correct?

This is an example of a passive construction.

Something is to be submitted by somebody.

The passive always uses the appropriate form of the 'be' verb plus the past participle. submit - submitted - submitted


to + present tense
example: to see, to touch

This is not the passive so there's no form of the 'be' verb.


He went to see a movie. // She reached out to touch his arm.
