Tenses
Dear madam/Sir,
I would like to know if :
to be + future tense (ed)
example: to be submitted
to + present tense
example: to see, to touch
Is this the agreement always or there's an exemptions?
and kindly informed me if my english is correct?
thanks and enjoy the restof the day.

This is an example of a passive construction.
Something is to be submitted by somebody.
The passive always uses the appropriate form of the 'be' verb plus the past participle. submit - submitted - submitted
to + present tense
example: to see, to touch
This is not the passive so there's no form of the 'be' verb.
He went to see a movie. // She reached out to touch his arm.
Is this the agreement always or there's an exemptions?
I'm not quite sure what your question is, Baby Owl. But see my comments above. They may help or they may not.

You too. Have a wonderful day when you wake up.
