I think the differences between look, watch, and see have to do with effort. We see things without making any particular effort to do so. We look at something in order to see it. To watch something implies a more scrupulous examination than to look at it.

Look is used more used for things that are not moving- look at a picture.
Watch is for moving things or to see movement- watch football.

However, these are guidelines rather than absolute rules.

That's an interesting distinction and an important one. Of course, you can watch something to see if it wll move. Example:

• He watched the tortoise for an hour, but it never moved.

And, of course, if you are watching a house you are probably not expecting the house to move.

Here is an example of the difference between looked and watched.

looked:

• The man looked at the woman because she was quite attractive, and he enjoyed looking at her.

He wasn't expecting her to do anything in particular.

watched:

• The security guard watched the woman, as she had been behaving suspiciously.

He was expecting her to do something, and he was prepared to act in a certain way or ways.

The man looking is looking at her figure, say, rather than movement. If she were on a dancefloor, the verb might change.
