Then, what's difference between the following one and "

"The troubleshooting personnel must be familiar with the following tools:

What is the difference....

I think the main difference is that they use different words.

If you are familiar with certain tools, it means that you at least know what they look like. In this context, it also means that you know how to use them, and implies that you have used them before.

So really, it's just saying the same thing but using different words.

" The engineers who maintain the MA5680T shall be able to use the following tools and meters, " suggests, that they have the tools and meters at their disposal should they need them. "

"The troubleshooting personnel must be familiar with the following tools," suggests that in order to use the tools, they first have to be familiar with or "know how" to use them.

I need some word usages and their differences that are widely accepted in technical doucmentation.

Any help or links or resources would be of great help.
