It is about blogging or weblogs, whereby econonimists spent valuable time blogging

Two things are difficult about this: having a clause as the subject ('T[he fact ]hat economists...'), and the phrasal verb 'speaks to', meaning something like 'of itself, provides (spoken) evidence'. One other possible difficulty: 'the medium' is blogs/the principle of blogging.

Does that make it any clearer?

to cap is to set an upper limit: "Any possible repayment will be capped at £100.00". So your guess is right (although the general meaning of 'cap' has nothing to do with being online).

It's about the knowledge which was presented later or now (bevore 70 years was a problem about the division of knowledge) into weblogs and they would be pooling it into a vast, virtual conversation.

And now the meaning of my sentence, this economists that use this blogs are sure about the efficiency of doing so. But I don't know

and do you know a synonym for "to make a dent" e.g.
"Although communications technology may have made a dent in the productivity edge of elite schools, productivity is hardly the only measure of success for a university."

"to make a dent" = to make a small impression on (but not to have much of an effect)

(I think there's a confused thought in the original: communications technology has sharpened the edge, not made a dent in it.)
