Hi, can you explain it to me with other words, I don't understand it:
"That economists are typing as prolifically as anyone speaks both to the value of the medium and to the worth they put on their time"
It is about blogging or weblogs, whereby econonimists spent valuable time blogging
and what does it mean "to cap"
"Mr DeLong caps his blogging at 90 minutes a day"
I think it could be to close or not to be online,
Two things are difficult about this: having a clause as the subject ('T[he fact ]hat economists...'), and the phrasal verb 'speaks to', meaning something like 'of itself, provides (spoken) evidence'. One other possible difficulty: 'the medium' is blogs/the principle of blogging.

to cap is to set an upper limit: "Any possible repayment will be capped at £100.00". So your guess is right (although the general meaning of 'cap' has nothing to do with being online).

Reason: PS added
It's about the knowledge which was presented later or now (bevore 70 years was a problem about the division of knowledge) into weblogs and they would be pooling it into a vast, virtual conversation.
And now the meaning of my sentence, this economists that use this blogs are sure about the efficiency of doing so. But I don't know
and do you know a synonym for "to make a dent" e.g.
"Although communications technology may have made a dent in the productivity edge of elite schools, productivity is hardly the only measure of success for a university."

These economists think it's worth blogging.
"to make a dent" = to make a small impression on (but not to have much of an effect)
'"Although communications technology may have made a small impression on the productiveness of elite schools, productivity is hardly the only measure of success for a university."
(I think there's a confused thought in the original: communications technology has sharpened the edge, not made a dent in it.)
Back to your original sentence. Here's how I read it.
"The fact that economists are blogging as much as everyone else tells us a lot about how valuable blogging is, and it also tells us how much economists value blogging because they spend their time doing it..
