A harbour is a place where boats and ships can take refuge from storms and also load and unload their goods.

"Port" can also mean the same as "harbour", but it usually means a bigger harbour, especially a commercial one. It can also be used to mean a town or a city which has a harbour, particularly if the harbour is very relevant to that place's economy. Hamburg, Germany, is an example of a port.

So if you're looking at a small place with fishing boats, you'd usually call it a harbour. If you're looking at a bigger place with container ships and cranes, you'll probably call it a port.
