It should be leaked, meaning that the information reached people it shouldn't have.

I agree with TDOL's interpreatation, but I don't care much for the sentence. A person can "leak" information, but information really doesn't leak.

I would write: he suspects that his credit card information was stolen during a transaction.

    I'm not sure about this.

"The bucket leaks" and "Water leaks out of the bucket" strike my ear as both acceptable.

This suggetss that "The department leaks" and "Information leaks out of the department" should both be acceptable; and to my ear they are. Is your problem with the idea of one person leaking?

I have no problem with ergative verbs. I have a problem with a transation leaking information. I know what a leaky bucket is; what is a leaky transaction?

I don't really see much difference between a report being leaked and information leaking out over the internet.

So you think "information leaking from a transaction" is correct?

    .
There is a lot of talk about "data leaks" nowadays, and the causes of "data leaks" seem to be fairly wide-ranging. So the idea of a "leaky transaction" doesn't seem to be terribly far-fetched. I mean, wouldn't that be more or less the opposite of a "secure transaction"?
