Two meaning of context: a part of sentece, a situation do not make me to understand the meaning of whole sentence. Please help me!
1)While Member States are expected to address laboratory biosecurity issues in the context of their regional, national and local situations and needs, this document provides guidance to help frame the concepts.
2)Member States are encouraged to introduce these concepts within their local contexts and to develop national frameworks.......
1)and 2) are in the same paragraph. Are these "contexts" printed material or situations?

It means that the general concepts will have to be adjusted to suit the local conditions or situations- nothing printed specifically. Though laws, etc, may be involved, there is no implication of printing to me.
