    The following is also from that article.
    (It can be argued that the costs are bearable. The wage gains in the trustees' reports could prove too pessimistic. Like all forecasts, they're subject to errors. Even if they come true, they assume that tomorrow's wages will be higher than today's. Productivity increases; wages rise. )
    Are the three "they" refer to the same thing? Do they refer to the wage gains predicted in the reports, or refer to the trustees' reports, or refer to the ones who think costs are bearable? The pronoun confused me.

    I think they all point to the 'trustees' reports'.

    I would be much grateful if anyone could tell me the main idea of this paragraph or paraphrase this paragraph. I still can't figure it out.
