Default Grammar "related to" versus "relating to"

Is there any difference in the meaning of "related to" and "relating to". Examples: Work relating to the programme budget;
Science relating to climate change;
Scientific observations related to climate change?

I'm really not sure there's much difference at all, IMO. We'll have to wait until a teacher comes by and replies to see what the real answer is.

You could use eitherin the examples.
