Theoretically you do, Tony, but the reality is that there are not always enough teachers, so many places, especially in smaller centers, are willing to compromise. I know that some people get jobs with a 2 year diploma.
Way back when, I know for a fact that there were people who doctored and photocopied degrees just to get a job. That was when the demand was way high and the joke was, "They'll take anybody as long as the body is still warm".
Now, don't get me wrong; I'm certainly not condoning such behavior.
I've seen some god awful language teachers with Masters and I've seen some very effective teachers who had but a high school education.
