Default what is the meaning of "sb is overbaked"?

Hi,

Could you please tell me the exact meaning of "somebody is overbaked"?

I came across these lines on another forum.
The situation is that person A lost his bookmarks and
is complaining. Person B is calling him "overbaked".


A: "... and FLUSHED ALL OF MY BOOKMARKS, which I have been saving for a research project, and this is the second time they pulled this crap, the 2nd time they blew out all my bookmarks which took months to gather!"

B: " obviously A is overbaked... 2 months gathering bookmarks??? no effort to figure some backup?? Bookmarks/research?? shut up!!"

If someone is half-baked, they aren't particularly smart and don't think things through, so I assume that someone who's overbaked is even more clueless.
