Default What is the relationship between the two blackened parts?

Hi Everyone,

Does the phrase "where applicable" in the following sentence join the two blackened part?If yes,could you please tell me the meaning of the phrase as I myself am not able to find any relationship between the two blackened parts.

All instructions for the issuance of a Credit and the Credit itself and, where applicable, all instructions for an amendment thereto and the amendment itself, must state precisely the document(s) against which payment, acceptance or negotiation is to be made.

The two underlined portions are joined by "and". The "where applicable" part simply means that there will not always be amendments, but, when there are amendments, they are included.
