Do you know what does the following phrase mean: "International secondary language profiency 1-3"

How are you?
When I'll have an interview how can I introduce my self.
I'm Abdalhadi, I'm 26 years old, I'm Libyan.I live in Alshati, a town in the south of Libya. I'm a petroleum engineer . I graduted from Altahdy University In 2002.My project title ( a new oil field development economics).
I have study many English courses and I passed PET exam In November 2005.I took small idea about computer skills. I don't have any experience, because I've never worked for any company before.
Is It ok or not?

What's the context, Anna? The phrase 'secondary language proficiency' could mean 'language proficiency in secondary [as opposed to primary - little children in the UK go to primary schools] schools'. But in that case, the figures would be meaningless. I think that it's more likely that it's referring to 'second language proficiency', and the "1-3" refers to some specific school's grading system (maybe Elementary-Advanced). Or perhaps 1-3 refers to some terrible government-sponsored scheme, full of vaguely related stages and levels.

I was asked about this phrase by my student who has passed IELTS and is going to live in Australia. She wants to study there. She now explained me that she wants to study in TAFE and they require this level of the language.

In that case, it must refer to the International Secondary Language Proficiency Rating (ISLPR) (used in Australia). Plug that into your favourite search engine, and see what you find.
