Question 'a' - to use or not to use?

Hi all

Have for many probably a simple one, but my co-worker and I are at a standstill....

I personally think 'a' should be in this sentence (ex1) but my co-worker is pretty adament that it is OK without.

Can anyone help?

I wouldn't use the article there, but I would say 'in a bad state'.
