Question (to/the) hell

Hello,

I heard the two terms a TV show...'To hell with him' and 'The Hell with him'

Is it a way of saying 'go to hell' and what is the difference between both terms.

Both forms have the same meaning. IMO, both forms are milder than "go to hell" is in person. Both are ways of indicating dismissal.
