(FYI:
We don't have a TV licence in Japan either, though NHK, Japan’s sole public broadcaster, is financed by receiving fees from each household that owns a television set.
But many people don't actually pay them. One reason people use is that they don't watch NHK, and another is that some scandals of NHK have been disclosed.
Now they are considering compulsory collection of the fees.)
