It means somebody goes overseas as a tourist and brings back a large amount of drugs which are then sold in his country.

Almost clear to me: I know all but "popular package holidays overseas" which word linked ... you know it is like:
on holidays then
on holidays overseas then
on popular holidays overseas then
on popular package holidays overseas and i dont get the "package"... please exlpain though I know what the text is about.

A "package" holiday (we say vacation in the US) is a trip that is sold as a complete package including the travel to your destination (airplane, boat, bus, train) and hotel accomodations. Some holiday packages also include restaurant meals, rental cars, guided tours, and entertainment.

When people are speaking quickly and not very carefully, you will hear:

Whatuhs that mean? (slurring of what doea that mean)

or

Whats that mean? (not the same as what's, but the same sound)

Neither are correct.
