Default at school, at work,,

Hi,
I'd like to ask why you say in English as follows:
We are not at work
You are not at school
But, you say
She is AT the cinema

I'm afraid there is no answer to that why question. It is what it is.

In AmE, we say "he is at college" and "he is at a/the university".
In BrE, they say "he is at university".
