Original usage:
• The name of a newly added user cannot repeat that of an existing user.
The name of a new user must be unique.
Reason :It is redundant when written as newly added user.
Your phraseology looks fine to me. I agree that "newly added" is redundant, but keep in mind that quite often written instructions or directions are purposely redundant in order to be as explicit as possible.
