I realise that "first" and "last" are adjectives and "leg" and "week" are nouns but what are they called when adjective and noun come together in this way?

The first is not unusual. The sequence is preposition-article-adjective-noun.
The second is a little unusual. The phrase "last week" acts as an adverb, even thought the parts are adjective + noun.
