    Default verb to be

I would be grateful if someone explain how to use the following sentance structure (Verb to be). How to change it in simple sentance?

We wish to draw your attention to the works to be carried out in areas of Rooms of CF405A

To be carried...CF405A is a nonfinite clause acting as an adjective modifying works. The full-form equivalent is: ...the works [that are] to be carried out...

Be to is a form of future as viewed fact: We are to begin the project in November. He is to be married in Vienna.

To change your sentence, choose an appropriate future form:

We wish to draw your attention to the works that will be carried out...
