To me the only acceptable form would be "He explained the risk to me"

All the others sound awkward

Tnx, everybody.
Nice to learn sth new. Then it’s the same with other verbs followed by to, isn’t it – describe, listen. Now I see I made a false analogy with (to??) other verbs:
Give me the knife. Show us the picture.
Give the knife to me. Show the picture to us( not to them; or to us, too)
