Long and short vowel

Long and short vowel

How can you tell the first vowel of a word is long or short? Say for example, "famous" and "clever". I have a hard time to figure that out.

We often only know from hearing it or using the dictionary. English spelling and pronunciation have a rather difficult relationship.
