Default Long and short vowel

How can you tell the first vowel of a word is long or short? Say for example, "famous" and "clever". I have a hard time to figure that out.

We often only know from hearing it or using the dictionary. English spelling and pronunciation have a rather difficult relationship.

Thanks, Tdol. I guess I'll stop trying to figure out what the answer is.
