when a flight is lifting off, the ground controller will say "positive rate".what does it mean?thanks!

It refers to positive rate of climb. Once the plane has reached positive rate (as determined by the aircraft's Vertical Speed Indicator), the pilot retracts the flaps and pulls up the landing gear. The tower then hands off control of the plane to the TRACON (air traffic controllers) handling departures at that airport.
