Does it sound ok if i say I[COLOR="Red"] request that you contact me at the soonest available time[/COLOR?(DOes it sound rude to native speakers?]

No, not rude. A little stilted maybe (in BE), and possibly over formal: why write 'I request that you...' when you could save time, brain-cells, photons, effort, risk of grammatical error (you've got to get the verb ending right) etc. etc. by writing plain Please? And 'at the soonest available time' would more commonly be 'as soon as possible' or - more formally - 'at your earliest convenience'.
