They are fairly new. And no, I don't know what they mean. However, Red or Tdol can surely explain them.

They're for social bookmarking (like on online 'Favourites')- some people use the links as a way of storing the threads they want to come back to.

I use del.icio.us- you open and account and then when you see something interesting and want to remember it, you bookmark it. It's stored on the net, so you can access it anywhere and you can see what other people with the same interests are bookmarking.

I don't really know- maybe. The one that people who use the buttons seem to use the most here is Technorati.
