A common problem in communities is neighbours quarrelling over the boundary of their individual patches. Thus a good, well founded, fence makes the boundary clear and so such a quarrel will be prevented.

I think this saying started in a farming community. When a farmer failed to keep his fences in good repair, his livestock would wander all over a neighbor's property. The saying has developed new meanings over time, but respect for the rights and property of others is a central theme.

The Mending Wall

Something there is that doesn't love a wall,
That sends the frozen-ground-swell under it,
And spills the upper boulders in the sun,
And makes gaps even two can pass abreast.
The work of hunters is another thing:
I have come after them and made repair
Where they have left not one stone on a stone,
But they would have the rabbit out of hiding,
To please the yelping dogs. The gaps I mean,
No one has seen them made or heard them made,
