commas again and again :-)

Hi,

as I am learing punctuation, could you please help me with the commas in the following sentence:

The first phase shall be applied in case of minor breaches of the employment contract or unacceptability and inadmissibility of behaviour and the level of safety and work performance.

It seems to be a sentence from a contract. With a contract, it's acceptable to omit commas. I think that's what I'd do here.
