I'd like to ask what is the meaning of expression " blackburn constituency"
( if I spell it right) I can't find it

Blackburn:
A borough of northwest England north-northwest of Manchester. The city's textile industry dates to the early 17th century. Population, 141,700.

It's not an idiom. Blackburn is a city in Britain. Constituency deals with elections.
