Could someone tell me what's the meaning of the expression "he/she pulled one over on me".

I think you have run across a mixed idiom.

To "put" one over on someone is to fool him, deceive him by trickery.
To "pull" the wool over someone's eyes is to deceive him by blinding him to reality.
