Default Which one is appropriate - Have / Were and Why

Experts,
Can you analyze the statement below -
"We were utilized resources for other project"
and check whats wrong with it.

It uses the wrong verb. Either "were" is the main verb and the speaker and his/her colleagues became the resources or "were" is an auxiliary verb creating the passive voice. Then the people would have been used.

It needs "have" to create the present perfect. Then the people used the resources in another area.

By the way, the end has to be "other projects" or "another project".
