In most cases:

agree with = to be in accord with something or someone

agree with an opinion, a rule, a person, a position

agree to = reach an agreement over something

agree to a change, a requirement, an offer, a settlement

agree on = have similar feelings about a specific matter

agree on politics, a resolution, an approach, a restaurant selection

Hello Ali
You agree with (someone). This means that both of you have the same opinion on something.
You agree to a) do something
b) something (e.g. an idea / an opinion / a plan ..etc.
You (the two sides) agree on something (disputed / you have different opinions on)
