What is the best way (idiom or expression) to say "I dont have enough time" or "I am under time pressure".
Is it correct to say I am time restrictive?

Your first two are fine. A person cannot be "time restrictive".

'Pressed for time.' He couldn't stay to the end of the meeting as he was pressed for time.
Its not in the idiom section on this site, but it is here:

It is great to learn idioms, but don't be confused. NES speak with normal expressions as well. The idiom "pressed for time" is great, but it is not superior or more natural than "I don't have enough time".
