Default have vs has

1. The team has been doing well lately.
2. The team have been doing well lately.

1. Paris has lights?
2. Paris have lights?

Which one is correct. I live in the US and would answer 1 to both questions. I wonder if it's a difference between US English and UK English.

In the US, both would be #1. In BE, the first #2 is very common. I don't know about the second #2, but I doubt it.
