According to New Headway Advanced, He went to the paty dressed as a monkey means that two actions happened at the same time.
My question is can I say He went to the paty and dressed as a monkey to mean the same thing.

"He went to the party and dressed as a monkey" means that he arrived at the party and then he put on the monkey costume.
"He went to the party dressed as a monkey" means that first he put on the monkey costume, then went to the party -- he was already dressed when he arrived.
In the first sentence, "dressed" is the past simple form of "to dress" (so it's a verb).
In the second sentence, "dressed" is an adjective that describes his appearance.
