Is the following sentence correct, including punctuations?

    - A full proposal including seeking an investment bank that specializes in making markets of privately held company stocks and underwriting the proposed share offering, and also including estimated costs, will be presented to the Board for its approval.

Also Im not sure what '...specializes in making markets...' means. Do you mean 'marketing,' 'selling,' 'brokering,' 'sourcing,' 'buying,' 'making initial public offerings (IPOs)'.... ? You could have some clearer language in that spot. Otherwise the sentence is fine except for a few comma errors.

    Answer:
No, since I can't make sense out of "making markets" I can't make sense out of the sentence. Say: "The full proposal will be submitted to the board for its approval." Then elaborate on what the full proposal is.
the full proposal -- a specfic proposal, in full.

Thanks very much for your help, JSmiley. Your guess is correct. "Making a market," market-making," "making markets," etc. are all commonly used terms on the stock market. (Readers of the short report I'm writing would understand.)
