What is the line of text, scrolling horizontally, in a television called? (Often used for Advertising and informing)

It depends. If the text is listing the stars of the show, the producer, director, etc., it is called "credits." If it is text that is translation the spoken dialog, it is called "subtitles." If it is written text of what is being said onscreen (to help the hearing-impaired, for example), it is called "closed captioning." If it's something like a descriptive sentence or two (for example, a tornado warning from the National Weather Service), it is called a "text scroll."

Ouisch, and what are the collocations of the word "credits"? Do the go/run? Can one read something in the credits? Is "The credits say that the director of the film is..." correct?

They run (or sometimes roll): 'Cue the music; run the credits'. You can read smth in the credits, but you're more likely to say 'The credits give the director as Antonioni' or 'Antiononi is credited as the director'. (This is a BE view, and I know you asked Ouisch specifically; but film-related jargon is one of the prime conduits of AmE introductions into BE.)
You can also say 'get a credit':
My father never got a credit as a director, though he directed a few shorts.

PS
In the PC world you get 'marquee text' and 'ticker' - the latter deriving from ticker-tape, I guess. You can have a news-ticker at the foot of your screen though, that has nothing to with strips of paper.
