could you please tell me to which the last part of the following sentence starting with "... both parties" relates?

The company and the supplier agree that this agreement also serves the purpose of acquiring experience in the application of rules and the processing of contracts, on the basis of which workflows will be defined for the respective application, both parties agreeing to adhere thereto.

Does it relate to "workflows"?

It sounds as if they apply to "workflows", but because of the word "agreeing", it might apply to rules and contracts.
