There are all kinds of forums on Delphi and About.com. It just depends on what you want to talk about. For starters, you might want to browse through the threads on the Delphi forum on this site. You could also try the Dictionary.com forum.

Thanks, RonBee and Red5. In fact, I'd like forums talking about current affairs. I took a look at the delphi forum and feel that it's similar to this forum. Why does UsingEnglish.com set two forums that seem to be the same?

It allows us to reach more people, and gives users a choice about the kind of forum implementation they prefer using.

They are actually quite different, though both deal with English. This one tends to have more questions from students, while the other looks more a linguistic issues, and also has a lot more chat. As one who uses both,I can see clear differences.
