(1) Do "with best regards", "with kind regards", and "with warm regards" have the same meaning and can be used interchangabilly. Or have different connotations and used differently for different people of different status/relation. (2) What does "Dubya" mean ? 1 Not much difference- 'warm' sounds more friendly to me, so I wouldn't use it except to friends

The first two are about the same. The third indicates more affection than the other two.

President Bush's middle initial is W and "dubya" is one way the letter is pronounced in Texas. It is used ae a nickname because his father (also President) was also named George Bush.
