| Does "up" and "down" suggest that they go along the two streets in different/opposite directions? Or "up" and "down" are equivalent here, and the speaker use them just to avoid repeated using of single "up" or "down"? |

| The phrase "up one street and down another" suggests to me that they went in opposite directions--one direction one time and the other direction later. :) |
