Angry It sucks

(1) I have read the phrase "it sucks" many a time. I could get the meaning with reference to its context. But I haven't yet come to its grip. What the phrase exactly means. (2) Kindly explain the meaning of the phrase in bold " Powell sinned against the light. Other in the cabal sneered at him." (3) -------that the illegal migration is becoming a lucrative business for the mafia is not lost on the Indian government and the russian embassy (in New Delhi) .

I think this has a religious connotation meaning that someone has gone against the teaching and guidance of Jesus

Means that the Indian Govt and The Russian Embassy are aware of the significance of the money to be made by the illegal immigration 'business'
.
There may be other interpretations.
