Cool confectioner's sugar

Hi,

Which one is correct? confectioner's sugar or confectioners' sugar If both are correct, which is the most used?

One confectioner = confectioner's
More than one confectioner = confectioners'

I guess that confectioners' is correct as this type of sugar is prepared for and used by more than one confectioner.
