To take the bait means that you are offered something so that you are fooled into doing something (without realizing that you were fooled).

E.g.

The ad said "A gift with every purchase over 100$". A lot of customers took the bait and spent 100$ on useless stuff, only to realize that the gift was a cheap plastic 1$ clock...
