You're describing a state of affairs. You can say 'At that time...' or 'In those days...' (or several other paraphrases), but not 'At that moment...'. 'At that moment...' introduces an event: At that moment, a man burst into the room wearing a clown costume.
Of course, this might be another AmE/BE thing; but in BE you can't use 'At that moment...' in the way you suggest.
