1] In my opinion, the correct answer is [d].
2] Is the expression " to find the time " correct? Should I use "to have [the necessary]time"?
So, the sentence should sound : "I meant to do it but I haven`t had time"

the time = the necessary time, so there's no need to use 'necessary'
You could say 'haven't found the time' or 'haven't had the time'.![]()
I'd prefer an option that isn't there - 'I've been meaning to do it'; but if you're restricted to the above four options, I agree that (d) is best (it's just not ideal - as it allows for the interpretation 'I meant to do it [on one occasion] and then completely let it slip my mind').
